Structural Inspector - Parsons International Limited

All Inspectors on construction projects are to report to the concerned Engineer (Civil/ Structural/Materials/Utilities/Electro-mechanical) as determined by the Resident Engineer. Inspectors assigned to various phases of the work have an important part in assuring the quality of work in the finished project. They must be completely familiar with the plans, specifications, particular specifications and construction methods for the phases of the work to which they have been assigned.


 


DUTIES AND RESPONSIBILITIES:


 


Ensure performance of the work in strict accordance with the plans and specifications.
Maintain a detailed diary of the day’s work activities, issues, work approved or rejected, hours of operation, labor and equipment used, etc. and sign at the end of each day.
Interface with the public, especially residents and business owners adjacent to the work to mitigate the construction impacts.
Coordinate with the contractor’s foreman in charge of the work on a daily basis to advice on the proper execution of the work.
Coordinate with the Materials Inspector and arrange for sampling and testing of satisfactorily completed work, and quality assurance testing of suspect materials.
Coordinate with the Surveyors to check the line and grade of completed work for conformance with the plans and specifications.
Report questionable methods of operation by the Contractor to the concerned Engineer.
Report to the concerned Engineer any failure of the Contractor to conform to plans and specifications and to provide good workmanship.
Process the Request to check work forms and maintain records of their status.
Take measurement of works inspected.
Maintain records of completed works for interim and final payment and as-built plans.
Maintain detailed records of work performed by the contractor on a Day Works basis.
Make special notes and document the Contractor’s activities that may lead to claims.
Be fair and firm in dealings with the Contractor. Consider alternatives and consequences carefully before making decisions.
Issue instructions to the Foreman in Charge of the work and do not argue with the Contractor or his representatives.
Notify the concerned Engineer of conditions that render it impractical or unreasonable to enforce the specifications.
Report and document any accident that occurs on site and notify the concerned Engineer immediately.

PREFERRED EDUCATION/EXPERIENCE:
2-year degree in a technical discipline or construction-related field, or a high school diploma and equivalent work experience, is required. Also requires 5 to 10 years of related experience on heavy construction projects, as well as formal certification from an independent organization, depending on type of inspection assignment.

2. Accountable for preventive maintenance (PM) and witness the inspections and testing on plants mechanical equipment, manage and
coordinate external Mechanical Maintenance contractors to ensure compliance with PM work orders (generated by Planning Department), and maintenance procedures.


3. Accountable to manage contract quality and productivity in accordance to the terms & conditions of the contract and advise the

and submit to the Mechanical Maintenance Manager for approval, whenever applicable.


5. To control parts stock levels, raise material requests in MAXIMO when required to meet the maintenance requirements, and proceeds with
material inspections upon delivery.


6. Accountable to monitor and control outages, servicing and testing reports for mechanical equipment regularly.


7. Accountable for the supervision of the cleanliness of the contractors’ managed workshop and the plant environment, following under safe
work practices, and complying with the requirements of ISO 9001:2015; ISO 14001:2015,
and OHSAS 18001:2007.


8. Responsible to prepare annual Mechanical Maintenance budget, recommend and submit to Mechanical Maintenance Manager, control and
optimize the level of expenditure within set limits.

3. Accountable to manage contract quality and productivity in accordance to the terms & conditions of the contract and advise the Static Equipment Lead Engineer on any issues. Attend weekly Contract Review Meetings with the contractors to control their time& attendance sheets accuracy, to issue confirmation of verbal instructions (CVI) for non-contractual maintenances, raise purchase requisitions as needed, and negotiate commercial terms accordingly.


4. Responsible to raise Plant Equipment Modification (PEM) requests, collect and reconcile new equipment maintenance record data sheets
and submit to the Static Equipment Lead Engineer for approval, whenever applicable.


5. To control parts stock levels, raise PR &material
requests in MAXIMO when required to meet the maintenance requirements, and proceeds with material inspections upon delivery.


6. Accountable to monitor and control outages, servicing and testing reports for mechanical equipment regularly.


7. Accountable for the supervision of the cleanliness of the contractors’ managed workshop, and the plant environment, following under safe
work practices, and complying with the requirements of ISO 9001:2015; ISO 14001:2015, and OHSAS 18001:2007.


8. Responsible to prepare annual Mechanical Maintenance budget, recommend and submit to Static Equipment Lead Engineer, control and
optimize the level of expenditure within set limits.


9. Accountable to earn training hours annually to enhance knowledge sharing across functions, and for the training and development delivery
of the trainees according to set SWI’s (Standard Working Instructions) and Maintenance procedures.


10. Lead by example to maintain and improve high safety standards in accordance to QHSE procedures. Responsibility to enroll in safety
tours and submit observation cards related to HSE frequently.


11. Perform additional duties and responsibilities as required by the Static Equipment Lead Engineer.
