My client is seeking to recruit an Asset Manager (AM) who is responsible for the effective delivery of a comprehensive roads Asset Management Service. The AM effectively and efficiently manages highways, bridges, structures, street lighting and other highway assets collaborating with internal and external stakeholders.


 


The aim of the AM is to provide a structured approach to roads management to enable highway operation, maintenance and restoration of highway assets to meet key performance requirements.


 


Key Duties and Responsibilities
• Periodically update and implement the client’s asset management plan and ensure that the relevant key objectives and requirements are appropriately represented in client’s’ strategy, procurement, risk management and planning documents.
• The asset management plan will include the current condition of assets, the level of service required and an optimized plan to achieve objectives and maximize asset value.
• The asset management plan should meet all the client’s objectives and be in line with international standards and best practices.
• Conduct cost benefit analysis on procurement and maintenance programmes to deliver maximum value and collaborate with planning team to ensure a coordinated plan is implemented.
• Manage the process of applications for use of road reserve, road naming, subdivision, development and re-zoning and ensure compliance with relevant laws and legislation.
• Manage the preparation of all required asset management reports and board papers.
• Manage technical reports such as Traffic Impact Assessments (TIA), Traffic Impact Statements (TIS), Environmental Impact assessments (EIA) and provide recommendations.
• Ensure that there is no adverse impact on the existing network work as a result of proposed developments.
• Develop, direct and maintain the client’s asset management team to meet the needs of the client’s and support delivery of its objectives.
• Manage and ensure the contractors’ and consultants’ work is carried out in an effective and efficient manner and in the best interest of the Authority.
• Manage the coordination of street works and associated systems and services.
• Manage internal and external stakeholders and work with design and delivery teams to ensure that there is standardization across highway assets.
• Responsible for the liaison, development, approval, inspection and subsequent adoption of all new road networks.
• Assist in budget preparation, forecasts, asset maintenance estimates, and manage all asset management finances.
• Perform any other duties as assigned by the Head of Department
