Systems Assurance Manager - Parsons International Limited


· Review the Contractor’s System’s Assurance deliverables and all updates for compliance against the Contract Documents and Employer’s requirements – Systems Assurance Plan, Systems Safety Plan, Testing & Commissioning Plan and Operation & Maintenance Plan and shall ensure the deliverables are fit for purpose, or make recommendations for improvement.
· Ensure that the Contractor’s system assurance activities are fully compliant with the contract requirements and EN 50126, EN 50128 and EN 50129 and Modsafe.
· Ensure compliance to the applicable legislation and statutory requirements, and all customer specific requirements.
· Have an advisory and acceptance role on issues related to systems’ and Civil related RAMS, on issues related to assessments of systems’ and civil safety and shall provide guidance throughout the entire safety certification procedure.
· Develop and document the “Roadmap to Safety Certification” and System acceptance Procedure for the Project in participation with other managers and with input for the Employer and ISA.
· Review and approve the Safety Cases required as issued by the Contractor and liaise with the ISA and Employer to ensure all parties are in agreement or resolve an issues raised.
· Have an advisory and acceptance role on technical issues related to design review and compliance with the specifications.
· Control the system assurance tasks during the Project lifecycle in accordance with EN 50126 in order to ensure that the System is operable and fit for purpose, that the System operation and functional requirements are fully delivered and realised, that risks to the riding public, employees and property are minimised and that the reliability availability and maintainability targets are achieved.
· Review all safety submissions prepared by the Contractor for compliance with the requirements of EN50126 before submittal to the Employer.
· Ensure that the Contractor provides all necessary assistance to the Independent Safety Assessor (ISA) for the review of such safety submissions and monitor the Contractor’s efficient response and actions to close the ISA comments. Report on progress against this issue.
· Carry out audits to ensure that the entire System and Civils Safety program is delivered and guarantees that the performance of the System is compatible with the overall high safety standards of a driverless railway system.
· Participate in the PSJV audits on the Contractor and support audits undertaken by the Employer as and when required.
· Ensure that the System RAM requirements defined in the Contract documents are implemented by the Contractor and are measurable.
· Monitor progress of the Contractor’s Hazard Log and implementation of the Control Measures to demonstrate the achievement of the safety requirements in the safety cases including attendance to the Employer’s HAZID Workshops and Hazard Working Group Committees. Ensure implementation of the Employer’s Hazard Management process and the stages of implementation verification, validation, hazard transfer and acceptance.
· Verify and review the continued adequacy, suitability and effectiveness of implemented systems and services.
· Performs other responsibilities associated with this position as may be appropriate.
· Ensure that the Contractor delivers all key systems assurance deliverables to the sequence required by EN 50126 and the Contract.
· Ensure that a systems assurance approach is adopted by the Contractor throughout the Programme that meets the required Reliability, Availability, Maintainability and Safety (RAMS) targets.
· Work together with the Contractor and Operator to develop and recommend for the Engineer’s approval a systems availability monitoring plan / RAM demonstration Plan.
· Set up, manage, co-ordinate and monitor the Safety Review Panel. This will include management and compliance review of all Civil Infrastructure and the Contractor safety submissions, ISA reports, and third party stakeholder submissions.
· Prepare the Engineering Safety Case on behalf of the Client, in conjunction with the Contractor, using their approved subsystem safety cases.
· Participate in the Configuration Impact Management Procedure (CIMP) and Asset Configuration Change Acceptance (ACCA) Procedure of the Operator including attendance to all meetings required by the Employer and all deliverables required to be reviewed and approved for all changes or interfaces between the existing metro and the new extension and any enhancements being made to the existing system during the upgrade works.
· Issue No Objection Certificates for the Enhancement works associated to the CIMP as required to confirm the PSJV acceptance of the documents that is required for the Operator to authorise the ACCA and any necessary Permits to Work (PTW).
· Establish and manage the collection of all FAT and Test failure results and control of the assessment of them through the FRACAS procedure and the review and acceptance of the results through the Failure Review Board (FRB).
