Project Procurement Manager - Kawader HR Consultancy

The Project Procurement Manager is particularly responsible for the following:
• Sets up and implements procurement procedures and policies;
• Preparation of the Discipline Quality and HSE Plan to define the organization, the responsibilities and the specific requirements for his discipline;
• He is in charge of the timely and proper execution of tasks to be carried out by the various sections of the Procurement Department;
• Prepares the commercial bid tabulations;
• He takes part in negotiations for major PO's and in all cases, he checks and initials bid tabulations and PO's; he signs PO's according to power delegation principles;
• Controls the adherence to the purchasing cycles;
• Supervises purchasing, expediting and logistics activities;
• He monitors the hours spent by his team and reports any trends or deviations to the Project Cost Control Manager. He obtains adjustments to his budget through Project Managers approval on internal change request;
• Reviews the contractual purchasing, expediting and shipping requirements and adapts standard procedures as required;
• Prepares the VENDORs List in accordance with the CLIENT;
• Estimates the number and mobilization timing of procurement personnel needed on the Project and budgets the corresponding man-hours;
• Mobilizes the procurement team as per Project requirements;
• Prepares and issues procurement instructions for purchasing, expediting and logistics activities;
• Represents the Project Team in all meetings involving procurement matters;
• He prepares reports initiated by the Expediting Department and notifies penalties to VENDORs after approval by the Project Manager and Procurement Department;
• In agreement with Procurement Department, he settles disputes with the VENDORs, with the assistance of the Project Manager (disputes occurring between placement of the purchase order and the end of the guarantee period);
• He is in charge of the application of back-charges to be borne by the VENDOR, after consulting the Project Manager.
• Prepares and issues a Project Close out report (Feed-Back)
