To lead the Power Ascension Test (PAT) Team in oversight of the Prime Contractor's start up testing program for Barakah Nuclear Power Plant (BNPP), ensuring that delivery is contractually compliant with the Initial Startup Testing (IST) scope defined in the main contract and supporting agreements.
1. Safety and Quality
Responsibilities and Accountabilities:
- Ensure that PAT, Operations function staff and Prime Contractor (PC) management leadership demonstrate a strong commitment to the culture of safety and quality, and that all work performed during PAT is carried out safely and in compliance with approved procedures, the Quality Assurance Manual and Regulatory requirements.
- Initiate and participate in PC Quality Assurance (QA) audits as required to ensure delivery of BNPP built to the highest quality standards.
Develop plans and participate in self-assessments and benchmarking, to improve safety and quality.
2. Power Ascension Test Oversight
Responsibilities and Accountabilities:
- Lead the preparation of PAT oversight procedures and processes required to perform effective oversight of activities performed by PC and Operations to assure design criteria, safety and regulatory requirements are satisfied.
- Lead the review of PC generic plans and procedures for PAT to ensure adequate demonstration that plant systems, structures and components meet design, regulatory and safety requirements.
- Lead the review of PC Start-Up Administration Procedures, applicable during Initial Start-up Testing program execution”, to ensure compliance to QA requirements.
- Lead the review of PC PAT schedules, staffing profile and project control schedule milestone to validate they meet project needs.
- Lead the oversight of PAT testing and associated activities to assure procedures are fully implemented to ensure that safety, design criteria and regulatory requirements are satisfied.
- Lead the witnessing and review of PAT tests results including their validation and approvals by Plant Nuclear Safety Committee (PNSC) to ensure compliance with acceptance criteria, design and contractual requirements.
- Lead the development of Pre-Job Brief for PAT's, to ensure the PAT activities are completed as per requirements.
- Lead the test execution support activities related with PAT (coordination, Pre-Job Brief (PJB), Lessons Learned Reports, risk analysis and mitigation, peer check, tests records verification and preliminary results review etc.) and Progress and Performance Management System (PPMS) payments verification.
